Sharon Waterhouse

Members Health Board Chair
CEO, Phoenix Health

Sharon Waterhouse brings more than 20 years of experience across senior executive and non‑executive director roles in the financial services and health sectors. Her executive career includes senior leadership positions with Phoenix Health, Westpac, St. George Bank and Newcastle Permanent Building Society.
Sharon has held a number of governance and leadership appointments, including Chair of University of Newcastle Services Limited, Chair of the Hunter Business Women’s Network, and as an elected Councillor with the City of Newcastle.
A long‑standing industry advocate, Sharon is Chair of Members Health Fund Alliance and represents the private health insurance sector on the Private Health Insurance Code of Conduct Committee. She has presented at national and international conferences and has received industry awards recognising innovation and leadership in financial services.

Scott Williams

Members Health Board Deputy Chair
CEO, Police Health

Scott Williams is the CEO of Police Health, caring for both the Police and Emergency Services community. Scott has worked within the healthcare industry for 28 years, having commenced his career as a Registered Nurse and holding many clinical and management roles in both the community and hospital setting. Scott has also held a variety of senior executive roles within public and private health across both Australia and the United Kingdom.
Scott is currently serving as a Director on the Adelaide Primary Health Network, Chair of General Practice Registrars Australia and member of the iFHP Clinical Effectiveness & High Cost Drugs Expert Panel.

Lorraine Thomas

Members Health Board Member

Lorraine Thomas is the Managing Director and Chief Executive Officer of HCF, Australia’s largest not‑for‑profit health insurer.

Appointed CEO in July 2025, Lorraine brings more than 20 years’ experience in customer‑centred product delivery and business strategy, including over a decade with HCF. She has held senior leadership roles across product, innovation and operations, most recently as Chief Operating Officer.

Lorraine is focused on putting members first, strengthening long‑term value and supporting a fair and sustainable health system. As CEO, she is leading the delivery of HCF’s 2030 strategy and working in partnership across the health system.

Lorraine serves as a Director of HCF Life, Flip Insurance Pty Ltd, Private Healthcare Australia, Members Health Fund Alliance, the Business Council of Cooperatives and Mutuals, and the Corporate Trustee of the HCF Research Foundation.

Brad Joyce

Members Health Board Member
CEO, Teachers Health

Brad draws on extensive senior executive and leadership expertise including more than 15 years’ experience in the health insurance and healthcare industries. Brad is a Member of the Australian Institute of Company Directors, a Fellow of CPA Australia and holds a Bachelor of Commerce from the University of Newcastle. He joined the Members Health Board in May 2006 and became chair in November 2013. His oversight first as a director and then as chair has helped to grow Members Health to the point that we now have more registered health insurance fund members than any other private health insurance peak body in Australia. Brad is also a director of the Australian Health Services Alliance Ltd, Hambs Systems Limited, Members Own Health Funds Ltd, Teachers Healthcare Services Pty Ltd, Teachers Health Foundation and a Councillor of the International Federation of Health Plans.

Dr Lachlan Henderson

Members Health Board Member
CEO, HBF

Dr Lachlan Henderson commenced as Chief Executive Officer of HBF Health Ltd in February 2023.  He is a qualified medical practitioner who has more than 30 years’ experience in the health industry.  Dr Henderson started his career as a General Practitioner where he worked for over a decade.  He has since taken on a variety of executive leadership roles in the private health sector including Group CEO of Epworth Healthcare in Victoria and CEO of St John of God Subiaco in Western Australia.  In addition to medical and GP qualifications, Dr Henderson has a Master of Health Services Management qualification and is a Graduate of the Australian Institute of Company Directors.  During his career, Dr Henderson has held a variety of University and Board appointments, and he is also a Director of Cricket Australia and Private Healthcare Australia (PHA).

Paul Lupo

Members Health Board Member
CEO, St Lukes

Paul has extensive leadership experience across a number of industry sectors including financial services, aquaculture and agriculture. He has managed and led business through significant growth phases and transformational change. Paul is a Director of Australian Regional Health Group and Members Health Fund Alliance and represents St Lukes as a member of Private Healthcare Australia.

Mark Genovese

Members Health Board Member
CEO, Westfund

Mark was appointed CEO of Westfund in 2020, bringing his more than 35 years of experience across the member owned banking sector alongside a wealth of knowledge and expertise in putting communities at the centre of organisational strategy. Prior to joining Westfund, Mark served as CEO of Unity Bank which serviced regional communities in both NSW and Queensland. He also led the Australian Credit Union Movement’s international development activities in the South Pacific and Southeast Asian regions, and domestic development activities including the development of new credit unions and the expansion of existing credit union services within rural and regional Australia.

Throughout his career, Mark has held several leadership positions with different credit unions and spent 17 years at Australia’s peak credit union body, Credit Union Services Corporation Australia Limited (Cuscal), 9 of which were as a Director. Mark is also a Director of Coal Services who provide workers compensation, health and mine rescue services to the NSW Coal Industry.

Matthew Koce

Members Health CEO

Matthew has been CEO of Members Health since March 2014 over which time the association has grown to 25 health funds covering more than 5 million lives. Matthew is a member of the Private Health Ministerial Council and has sat on a range of other government committees and groups. These have included the Federal Health Minister’s Industry Working Group on Private Health Insurance Prostheses Reform.
