Modelling released today by Cleanbill suggests that despite everyone’s best intentions, the ambitious GP bulk billing rates promised at the federal election, just months ago, will not be met without further reform.
The latest Cleanbill report, models the Federal Government’s recent bulk billing incentive scheme expansion, highlighting the ongoing challenges Australians can anticipate in accessing affordable GP care.
“Despite all the bipartisan talk about strengthening Medicare during the recent federal election, the latest independent report from Cleanbill presents a stark warning to many Australians that their struggle to find a local Bulk Billing GP will likely to continue.” Matthew Koce, CEO of Members Health the peak umbrella body for not-for-profit health insurers said.
“GPs sit at the frontline of our health system, which makes their role in maintaining good population health of fundamental importance.”
“Early diagnosis, fast treatment and effective management of chronic disease delivers better long-term health outcomes for patients, saves lives and reduces overall healthcare costs.” Mr Koce said.
“Delayed medical appointments can and are having tragic consequences. The most recent ABS data should be ringing alarm bells. The proportion of people reporting cost as a reason for delaying or not seeing their GP now sits at a historical high. A staggering 30% of people aged 15 years and over are saying they waited longer than they felt acceptable for an appointment with a GP.”
“Outcomes are what matters and to help improve access to GPs, Government must set aside outdated ideology and adopt more holistic and pragmatic approaches which must include finding ways to better leverage Australia’s highly successful private health system.”
“Private health insurance has grown to cover well over half the Australian population. It makes no sense that health insurers can help cover the cost of allied health services, such as dental, optical and physio but not something as important as a local GP visit.”
“The Government only this year ended the ban on health insurers covering a range of natural therapies under extras policies. The next step should be to engage in serious discussion about lifting restrictions on health insurers covering GP appointments.”
“The restrictions on health insurers helping to cover GP out of pockets were introduced in another era, when finding a Bulk Billing doctor was easy. Given the unprecedented cost of living pressures Australians are facing and modelling by Cleanbill on Bulk Billing rates, all options must be placed on the table for discussion if Government targets are to be met.” Mr Koce said.
